Wellingtons Traffic Cone

Is the traffic cone on the Duke of Wellington statue an act of vandalism or is it just a bit of fun. It could be argued that the statue could be damaged by people trying to put a cone on Wellington 's head and that it is also dangerous. Or is it just an example of Glasgow humour!
